Dolomiti Bellunesi National Park has been the first National Park in Italy to approve the Park Plan, which was published in the Official Bulletin of the Veneto Region no. 113 of 26th December 2000 and in the extraordinary supplement of Gazzetta Ufficiale no. 21 of 26th January 2001.
According to the outline act on the protected areas (no. 394 of 1991), the Plan must be updated "at least every 10 years", but the activities and measures scheduled in the first Park Plan have been almost entirely implemented ahead of time, before the natural expiry of the Plan. For this reason, the Board of Directors decided to start in 2009 the revision of the Park Plan.
Therefore, a Master Plan has been drawn up, including not only the Park Plan, but also the Park Regulations, the Long Term Economic and Social Development Plan, the Landscape Plan, and the Management Plan of the SCI/SPA IT3230083 "Dolomiti Feltrine e Bellunesi", drawn up by the Park Authority on behalf of Regione del Veneto, as well as the Heritage Interpretation Plan.
This is the fundamental planning tool in the protected area.
The Dolomiti Bellunesi National Park Plan was definitively approved by the Veneto Region on 21 November 2000 and published in the Gazzetta Ufficiale no. 21 of 25 January 2001.
The Master Plan is a complex document including more planning tools, and it consists of:

For each of the planning and management spheres fixed by the first Park Plan, it examines and describes three aspects:
1. what the 2001 Plan provided for
2. what it has been implemented
3. the proposals for the future
Technical Provisions for Implementation
They represent the technical nucleus of the planning tool.

Annex A Landscape Plan
According to the Interinstitutional Agreement between National Park, Ministry of the Environment, and Veneto Region (link), the Park Authority has been delegated the landscape competences according to the Legislative Decree 42/2004 "Codice dei Beni culturali e del Paesaggio" (Urban Codes).
According to the Agreement, the Landscape Plan has been drawn up within the process for the revision of the Park Plan. The reference discipline for the landscape has been included in the body of the Technical Provisions for the Park Plan Implementation, with its own Title.
Report Landscape Plan
It checks the congruence and efficacy of the planning tools in force in DBNP and recognizes the need to integrate them. It contains supplementary documents and landscape drafts, singles out the landscape sub-spheres, evaluates for each sub-sphere the landscape values, the dynamics, and the critical factors, singles out for each sub-sphere the aims of landscape quality, it provides the reference rules to implement, it represents in maps 1:50.000 the
orographic districts, the
settlement systems,
historical-cultural, the
landscape sub-spheres and the
perceptive values.
Annex B Management Plan SCI-SPA
Natura 200 Network is a group of sites characterized by the presence of habitats specified in the annexes I and II of the Directive "Habitat" (Directive 92/42/EEC-art.3), as well as by the presence of the species specified in the annex I of the Directive "Birds" (Directive 79/403/EEC).
Natura 2000 Network is formed by Special Protection Areas (SPAs) according to what established by the Directive "Birds" and by the Sites of Community Importance (SCI) according to what established by the Directive "Habitat".
Natura 2000, in Italy, is formed by over 2,400 SCI and over 1,000 SPAs. Dolomiti Bellunesi National Park coincides with the SPA/SCI IT3230083 called: "Dolomiti Feltrine e Bellunesi".
There must be a Management Plan for each area of Natura 2000: the Plan for the SPA/SCI "Dolomiti Feltrine e Bellunesi" has been drawn up by the Park Authority on behalf of the Veneto Region, and has been included in the Master Plan.
Annex C Heritage Interpretation Plan
The complex aspects regarding environmental education, communication, and information on the Park activities requires a careful planning in order to strengthen the positive results achieved in the first 15 years of activity.
The "Heritage Interpretation Plan", using the modern methods developed in the United States within the activities carried out by the National Park Service, settles the future activities of interpretation, education, and communication of the Park.
Dolomiti Bellunesi National Park becomes in this way the second National Park, after Monti Sibillini National Park, having this planning tool.
Regulations
Long Term Economic and Social Development Plan
According to art. 14 of the law 394/91, the Park aims include initiatives for the economic and social development of the residents.
Such initiatives are planned in a coherent way by the Long Term Economic and Social Development Plan (PPES).
The PPES of Dolomiti Bellunesi National Park was approved by the Veneto Region on 21st November 2000.
In 2009, when the Master Plan was drawn up, also the new Long Term Economic and Social Development Plan was drawn up.
Forum
The Master Plan was approved by the Board of Directors of the Park Authority on 27th November 2009.
From that moment, we began to collect comments, suggestions, and ideas from anyone who is interested in improving the management of the protected area.
We would like the new Park Plan to be the result of a sharing as broad as possible.
We are interested in the everyone's opinions and suggestions.
For this reason, we opened this Forum, to collect the contributions of those people who would like to improve the planning documents we have prepared.
