GENERAL COORDINATION AND MANAGEMENT

OBJECTIVES
To assure the effective communication and partner cooperation
To guarantee management control and quality of papers
To guarantee administrative management of the project
To maintain relationships with the Commission and the external monitoring team

ACTIONS
1.1 General coordination
The Management Team is responsible of the action. It consists on a Project Manager flanked by managers of different identified functions (Administrative Manager, Technical Manager). At the beginning the Project Coordination will be carry on through fortnight’s meetings and afterwards monthly cadence with the participation of the Board of partners and managers of each activities. The management Team will establish the calendar and agenda of meetings.1.2 Management control and results validation
The Management Team and responsible of different activities will realize this action. They will prepare a minute work plan and will adopt management and monitoring methods following ISO 9000 procedures (functions focus, fluxes of activities, tasks and responsibilities, information management and documents, etc). The application of these procedures will permit the individualization of difficulties or eventual new necessities and will answer to unexpected events defining the contingency plan.
The validation procedures will be conducted by Management Team and tailored on the base of the characteristics of each action of the project. Besides the measurement of the “indicators” and the verification of the respect of “awaited results”, specific analysis will be carried out in order to verify the efficaciousness of each action undertaken. These can include environmental analysis and surveys among local actors by mean of interviews and/or questionnaires.
All the deliverables will be supplied in draft to external evaluators (generally internal personnel of the partners and local actors not fully involved in the project) in order to identify deficiencies and inaccuracies before pass proofs for printings.
1.3 Administrative management
The Administrative Manager of the beneficiary will realize this action working together with the partner’ administrative manager. The action will concern the keeping of separated accountancy of the project applying the Standard Administrative Provisional, the realization of financial statements, and the contracting services in external assistance according to the procedures of the beneficiary. For these procurements, concerning only services, there will not be long times for reliance.
1.4 Relation with Commission and the external monitoring team
The beneficiary will realize this action with external consultants support, according to the Standard Administrative Provisional. Within 36 months of the project 2 Progress Reports (Dec 2004, Jun 2006), Interim Report (Sep 2005) and the final report will be prepared.

Realization at least of 35 meetings for coordination
Effective and efficient project management and partner collaboration with the Commission
Project development on expected times and modalities

CONSTRAINTS AND ASSUMPTIONS
The detailed work plan will be prepared within 3 months from the start of the project to permit the beginning of all the activities in coordinated modalities and respecting times.
