STIMULATION OF LOCAL ACTORS
OBJECTIVES
To guarantee the effective involvement of local institutions in the EMAS registration
of wide area
To guarantee the institution of a proper management to the realization of EMAS
registration procedure and its implementation in local processes/instruments
of planning
To facilitate the start of EMAS registration for the Park Agency and the MunicipalitiesACTIONS
2.1 Stimulation of the local actors
The action pursues the organization of meetings with the Park Community, Municipalities
(partners of the project and others), Agenda 21 Forum and other important subjects
included in the project area. The aim is the stimulation of local actors to
participate at the project and to identify the organism of reference to obtain
the EMAS registration of the wide area. The PNDB will promote and organize
meetings in co-operation with all the partners and stakeholders. Meetings will
consist on formative contents towards the present subjects but also study moments
and analysis of the planning and management instruments that are already used
by the Park and municipalities. In this way these instruments will be integrated
with new information that will result in the course of the meetings. The action
will permit the institution of a Promoting Committee for EMAS procedure on
wide area, where stimulated subject will be involved.
At least 10 meetings will be developed before 6 months of the start of the
project.
2.2 Assistance for EMAS registration
The PNDB is the responsible of the action and it will work with Ambiente Italia
and external consultants as internal and external auditor accredited by EMAS
Committee. The actions consists on flanking the Park and the municipalities
that will pursue the EMAS registration and it will be carried out through environmental
referents or responsible of individual municipalities, dispensing a questionnaire
to analyse the conformity of the regulation and identifying critical areas,
then the elaboration of collected data and showing the results to the municipalities.
The analysis and the detailed characterization of their activities and environmental
components involved will be pursued thanks to the realization of meetings with
individual municipalities. Assistance will be provided for environmental programmes
disposition and environmental declarations and to form referees.

CONSTRAINTS AND ASSUMPTIONS
The effectiveness and results of this task directly correlate with the capability
of the Management Team in involving local actors in the strategies of the
project. From this point of view project’s staff can make maximum benefit
from the well-established relationships built during past years with local
stakeholders that brought the Park to a leading role for the environmental
and socio-economical policies in the area of the Dolomiti Bellunesi. As a
proof it follows a list of the main agreements and collaborations promoted
in the last years with local authorities/organisations:
1. “Forum Agenda 21” in co-operation with 15 municipalities, the
province of Belluno and the local Comunità Montana, for the implementation
of the promotional and valorisation of economical activities inside the park

2. “Protocollo d’Intesa” (Framework Agreement) with the Unione
Artigiani/Confartigianato (Handcrafts’ Association) of Belluno and with
APPIA – CNA (SMEs’ Association) of Belluno (Decision of the Park
no. 66/99 of the 18/06/99)
3. “Accordo di programma” (Programmatic Agreement) with Associazione
del Commercio, Turismo e Servizi ASCOM (Association of traders, tourist enterprises
and services) of Belluno (Decision of the Park n. 65/99 of the 18/06/99
4. “Carta Qualità” with the participation of almost 60 enterprises
(hotels, camping, B&B, etc.) involved in economical activities inside the

5. “Progetto Case del Parco” (project “Houses of the Park”)
in co-operation with 5 small municipalities for hosting tourists and valorise
traditional products of the area
6. Co-operation with the Comunità Montana “Agordina” for
the conservation and refurbishment of the “Centre for Visitors” and
the youth hostel using environmental warming new technologies (partially founded
by Interreg II Programme).
7. Project “Fossil free” aimed to improve the use of alternative
technologies for production of energy, waste management, wastewater treatment
and mobility all over the park area with participation of private and public

Moreover the PNDB has been the first Italian Park to adopt the “Plan
for Economic and social development” (established by law 394/91), approved
by Veneto Region in November 2000 in which are planned the activities for the
collaboration, the solidarity and the concourse among all the communities living
into the Park.
