REPORT ON ENVIRONMENT STATUS OF WIDE AREA

OBJECTIVES
Realization of the environmental analysis of wide area to produce the Report on Environment Status according to the requirements for the EMAS registration. It will be integrated with aspects related with global sustainability and social-ethic responsibilities that have been discussed within Agenda 21 implementation at local level.

ACTIONS
The task realises one of the main key interaction between EMAS and LA21. LA21 process, started on 2002, has defined during 2003 a preliminary Indicator set and realised a 1st Report that has been the bases for the lounch of the local Forum. The Forum meetings (3 thematic groups involving more then 500 inhabitants and say focus group involving the main 10 local stakeholders (e.g.Ngos, business associations, trade unions, etc. Moreover the LA21 process has seen the direct involvement of all the wide area municipality and public meetings with all the 15 local Councils has been organised by PNDB in each of them with the scope to create a common language about sustainability and a wide agrimeent about the need of local initiative. At the end of this meetings round the joint commitment toward sustenability patterns has been signed and formalised by the wide majority of Municipalities and stakholders. To support this active partecipation the AG21 action has also developed a web site ( http://www.dolomitipark.it/italiano/agenda21/index.php) and published a Newsletter, sent to more then 50.000 inhabitants.
The interaction between AG21 and EMAS in this Task will consist in verifying and achieve the completeness of the first RSA (data and indicators) and its coherenche with EMAS standarts and requisites.
3.1 Analysis of the context
Ambiente Italia working with the Park Agency will realize the action, which will aim to individualize the data base already available and to fix the ambits for the preliminary analysis and indicators system.
The action will be carried out through meetings with the Community Park and Agenda 21 Forum, then meetings with the responsible of the information system of the park to individualize informative needs, and with the examination of available data, definition of working modalities for their survey and elaboration.
The action will produce the definition of a data elaboration programme and a general scheme about the State of Environment Report.
3.2 Data survey and elaboration data
The action will be realized by external consultants, who will develop the Data Elaboration Programme previously predisposed. The necessity to get data about transformation and land use, ozone pollution, energy and CO2, mobility, noise, fluvial functionality, social aspects. Data collection will be facilitated by the municipalities partners of the project.
3.3 Draft of the Report
The action will be carry out by Ambiente Italia working with external consultants, who have collected and elaborated data.
The Report will be structured according to the scheme produced in the action 3.1 and it will be adequate for requirements of EMAS registration. In the Report on Environment Status will be supplemented the aspects referred to global supportability and social-ethic responsibilities.
