EMAS REGISTRATION OF WIDE AREA

OBJECTIVES
To obtain EMAS registration of the wide area

ACTIONS
The action will be carried out under the liability of PNDB, with external assistance of third parts covering also functions of examiner and exchange with EMAS board.
It is foreseen the verification/agreement with EMAS/APAT/EMAS National board concerning the statement of the request and the examination of the documents for the request of registration.
The environmental programme of the area of 15 municipalities will be examined by an verifier accredited EMAS. The verifier must be associated to a “third part” in comparison with produce the documents (task 3 and 4) and will be engaged for the examination of the compliance with EMAS requirements and the verify of veracity and good presentation of the contents.
The audit activity of the external examiner is based on the analysis of the documentation produced by the organisation, visits on site, meetings with stakeholders, and is carried out following the guidelines reported in some norms of ISO14000.
The verifier contributes to the production of the environmental declaration, that after has been formally adopted by the organization responsible for the implementation of the EMS of wide area (in this case PNDB) is sent to EMAS board for its validation. In case of comments or requests for widening from the hand of the board, the document must be modified/completed by the organisation and, after its formal adoption, sent again to the board for the validation.
When the validation is obtained the responsible for the implementation of EMS must submit a request for registration to the board qualified, paying the cost of the participation to the EMAS system.
The board qualified for Italy is the “Comitato Audit” located in the Ministry for the environment that is assisted by APAT during technical evaluation.
Within the action it will be verified with APAT the possibility of integrating in the logo EMAS some references to the Environmental Quality Label (task 6), to the general subjects of global sustainability and ethic/social responsibility, to specific territory of the project (the area of the Dolomiti Bellunesi).

CONSTRAINTS AND ASSUMPTIONS
The expected time for the complete exploitation of the action (9 months) should be enough in order to obtain the registration. Nevertheless time should change as a consequence of the availability of verifiers and of the characteristics of corrective activities requested. Any way it is expected that the registration will be completed before the final report.
