What is”Carta Qualità”

The presence of a National Park is without a doubt a “value added” for the local companies working in the fields of agriculture, tourism, and craftsmanship.

According to the outline act on protected areas, the Park can recommend, through the award of its logo, the products (foodstuffs and handicrafts), the hotels, and the holiday farms respecting specific service quality and environmental safeguard requirements.

The project “Carta Qualità” was born to implement this local social and economic action of promotion.

The “Carta Qualità” is a circuit including and recommending to tourists and residents the facilities and the products more deeply linked to the “Park system”, making the area a unique territory.

It is an initiative of “territorial marketing” aiming at promoting the Park territory as a whole, including its animals, flowers, mountains, and landscapes, the culture of the local people, but also quality tourist structures welcoming visitors, local agricultural products, and traditional handicrafts.

What it is for

The “Carta Qualità” has two functions:

  • ensuring a quality level to the Park visitors: the structures and/or products awarded with the Park logo comply with official standards and contribute to the quality of the “Park product”;
  • promoting local operators: the “Carta” has its own visibility and therefore offers visibility to the operators joining the project.

Who it is for

The “Carta Qualità” aims at promoting the territory as a whole, and therefore is addressed to all the economic activities within the Park territory and also outside it, if they deal with and promote the products with the “Carta Qualità” label.

How it works There are various Application Forms according to the different production sectors (Foodstuffs, Tourism, Catering, Craftsmanship, Environmental Education and Cultural Services, Trade): these documents contain the quality and environmental safeguard requirements that the economic activity must comply with to obtain the Park logo.

The operators who would like to associate their economic activity to the Park logo must submit an application form to the Park Authority that will check the existence of the required criteria and award the logo.

The products and services included in the “Carta Qualità” benefit from the promotion activity carried out by the Park Authority, both at a local and national level, such as the printing and free distribution of leaflets, the participation in local and national trade fairs, the inclusion in the Park web site (www.dolomitipark.it).


The new system “Carta Qualità” 2010

Introduction After about 10 years from the first draft, and after the 2006 revision, it has been necessary to amend the specifications of the “Carta Qualità” considering the experience gained in this period.

The aims of the revision are:

  • simplifying the bureaucratic procedure required for the award of the “Carta Qualità” label;
  • giving visibility to the local excellent companies committing themselves to share and implement the goals of environmental safeguard pursued by the Park;
  • promoting the involvement of economic activities interested in supporting the Park through the distribution of promotional material, but without producing anything or providing any service linked to the territory of the protected area;
  • implementing the new Multi-Year Plan for the Economic and Social Promotion of DBNP.

In order to achieve these goals:

  • the specifications for the award of the logo have been revised and simplified;
  • the application sectors have been redefined within the three levels of the “Carta Qualità” system (that have been maintained);
  • the control procedures of the companies joining the circuit have been redefined;
  • the promotion methods of the companies joining the circuit have been redefined.

The necessary requirements for the award of the logo are based on criteria and parameters giving he opportunity to:

  • define the quality level of the offer;
  • evaluate the degree of respect of the environment;
  • evaluate the integration of the products and services offered with the local environmental, historical, and cultural heritage.

The new system

The new “Carta Qualità” system is divided in three levels, called:

  1. Campanula d’Oro (Golden Bluebell)
  2. Campanula d’Argento (Silver Bluebell)
  3. Amici del Parco (Friends of the Park)

Foodstuffs

In the respect of the Italian and Community rules in force, Dolomiti Bellunesi National Park can award the “Carta Qualità” label to the agricultural holdings and agri-foodstuffs producers operating within the territory of the 15 Park Municipalities.

The Park logo can be combined only with the foodstuffs respecting at least one of the following conditions:

  • they must have one designation registered by the Commission according to what established by the Regulations CEE 2081/92 or 2082/92 (PDO or PGI);
  • they must have one designation registered by the Commission according to what established by the Regulations CEE 2392/86 (PGI);
  • they must be obtained with an organic production method according to the Regulations CE 834/07 and 889/08;
  • they must be included in the national list of the traditional agri-foodstuffs published by the Ministry of the Agricultural and Forest Policies according to art. 3, comma 3 of the Ministerial Decree no. 350 of 8th September1999.

The agricultural holdings and transforming companies must respect the sector rules in force.

This logo can be awarded to the foodstuffs respecting the above-mentioned requirements and obtained with the organic agriculture production methods according to the Regulations EC 834/07 and 889/08.

This logo can be awarded to the foodstuffs respecting the above-mentioned requirements, not obtained with the organic agriculture production methods.


Tourist services and catering services “The Park Menu”

All the tourist activities operating within the territory of the 15 Park Municipalities can require the use of the “Carta Qualità” label. The Park logo can be awarded to the following accommodation structures: Hotels, Holiday Farms, Bed&Breakfast, Mountain Huts, Rooms to Let, Apartments, Campsites.

All the Italian restaurants whose menu includes at least 7 products of Dolomiti Bellunesi with “Carta Qualità” label can require the use of the “Carta Qualità – Menù del Parco” label.

This logo can be awarded to the catering services respecting all the requirements specified in the Application Form for the award of the Logo.


Craftsmanship, environmental education and cultural services, commercial activities and further economic activities

The “Carta Qualità” label can be required by all the craftsmanship workshops operating within the territory of the 15 Park Municipalities and producing handicrafts linked to the local tradition, using natural raw material and production processes with a low environmental impact. The label can also be required by the craftsmanship workshops operating in the sector of innovative technologies for energy saving, the use of renewable sources of energy, waste reduction and recycling, and for any other process aiming at the development of technologies reducing the environmental impact of the human activities.

The Park Authority can award its own logo to single or associated operators providing environmental education or hiking services in the territory of the 15 Park Municipalities. The Park Authority will privilege the companies and associations exclusively or mainly involving the Park Official Tour Guides trained according to L. 394/91; however, the logo can also be awarded to environmental education activities and hiking activities not involving the Official Tour Guides, provided that they meet the requirements specified in the “Scheda raccolta requisiti” (requirements form) of the present document.

The Park Authority can award its logo also to associations, authorities, and institutions organizing, in the territory of the 15 Park Municipalities, cultural projects deeply linked to the aims of the protected area or managing information structures for the Park Authority (like for instance Visitor Centers, Info Points).

The “Carta Qualità” label can be required by all the commercial activities operating also outside the territory of the 15 Park Municipalities and committing themselves to sell, according to their license, at least 5 products from the following typologies:

  • products of the Park (books, Cd-Roms, DVDs, clothes with the Park logo, gadgets);
  • agri-foodstuffs awarded with the “Carta Qualità” label
  • handicrafts awarded with the “Carta Qualità” label;
  • tourist packages for the visit to the Protected Area, in agreement with the Park Authority.

Moreover, the commercial activities commit themselves to distribute free institutional material of the Park.

The “Carta Qualità” can also be awarded to commercial activities and other economic activities (compatible with the institutional aims of the protected area) operating in the national territory, which do not sale the Park products and/or products with “Carta Qualità” label, but which commit themselves to distribute free institutional material of the Park.

This logo can be awarded to the commercial activities and other economic activities distributing free promotional material of the Park.


Events and Initiatives

Dolomiti Bellunesi National Park can award the patronage and use of its own official logo to events held in the territory of the 15 Park Municipalities that are compatible with the establishment aims of the protected area.

The award of the patronage and use of the Park logo for events or initiatives taking place outside the territory of the 15 Park Municipalities is possible only for initiatives of particular cultural, scientific, or promotional value that give the opportunity to improve the visibility of the Park Authority outside its area.

In order to obtain the Park patronage, the initiative must comply at least with one of the following requirements:

  • promoting the knowledge and the promotion of local culture and traditions;
  • promoting sustainable development;
  • promoting the discovery, the use and/or knowledge of the places of DBNP.

To obtain the patronage (completely free) it is enough to send a letter of request to the President of the Park Authority, attaching a detailed program of the initiative.
